Harmonization of the Legislation of the Republic of Moldova with the Acquis of the European Union under the Association Agreement: Challenges and Prospects

Abstract

This paper examines the harmonization of the legislation of the Republic of Moldova with the acquis of the European Union under the Association Agreement. The research highlights the legal significance of legislative approximation for the modernization of the national legal order and for the European integration process. Using the formal legal method, comparative analysis and document analysis, the paper argues that harmonization is not limited to the formal transposition of EU acts, but also requires institutional capacity, legislative coherence and effective implementation. The main challenges concern the complexity and dynamic character of the acquis, the gap between transposition and enforcement, and the need for better interinstitutional coordination. The study concludes that the prospects of harmonization remain favorable if the process is supported by a systematic approach, functional monitoring instruments and sustained administrative expertise.
