dc.description.abstract The success of an organization is determined by a complex set of factors that contribute to maintaining and strengthening its position in a competitive environment. Ranking the importance of these factors is difficult, but the specialized literature highlights the essential role of using management techniques and tools aimed at continuously improving performance, meeting customer requirements under conditions of profitability, capitalizing on human resources, and promoting innovation. Among these factors, human resources occupy a central place, representing an essential determinant of organizational performance and development. Effective management of the human factor is both a strategic necessity and an indispensable condition for the organization's success. The human dimension represents a potential source of vulnerability, since employees' behaviors, competencies, motivation, and decisions can affect the outcomes of rigorously planned and managed activities or projects in the absence of proper management. Today, the labor market has created a situation in which companies compete for well-trained specialists. This situation is aggravated by negative trends such as the chronic imbalance in the global labor market, including in Romania and the Republic of Moldova, as well as by a general decline in labor supply, due to the projected decrease in the number of individuals in the country. The relationship between a company and its employees is accompanied by significant risks for both parties. These are determined mainly by the uncertainty associated with human behavior, known as the human factor. Integrating the personnel risk management system within the company's overall risk management system contributes to the effective identification, assessment, and management of these risks. en_US
