Abstract:
Internationally, the performance of a country's public services correlates with the level of public confidence in public administration, the dexterity of economic activities and, obviously, the standard of living of the population. Linking this to the barriers to LPAs discussed in Chapter II of this paper, the author is compelled to note that the Republic of Moldova needs to act urgently to increase and multiply the competences of LPA management in order to ensure economic prosperity, social cohesion and well-being.
The concept of "performance" is identified with outstanding results, clearly superior to the results of similar action. Performance is an attribute that can be treated subjectively, as it is perceived differently by different people; for these reasons, certain minimum criteria for assessing performance should be drawn up and approved at national level, which would ensure the comparability of the results achieved by local public authorities, particularly in the development of rural areas.
