Perspectivele modernizării sistemului de pensii în Republica Moldova

Abstract

Procesul global de îmbătrânire modifică structura demografică a populaţiei lumii şi echilibrul socio-economic dintre generaţii. Acest proces ridică, în mod stringent, problema formelor de sprijin social pentru populaţia vârstnică, formulând, astfel, cereri noi pentru sistemele de pensii. Studiul experienţei internaţionale şi practicii din Republica Moldova, efectuat în acest articol, a relevat că ţările cu sisteme de pensii, care combină scheme voluntare şi obligatorii, publice şi private, sunt cele mai eficiente în soluţionarea problemei date. În acelaşi timp, investigaţia demonstrează că modernizarea sistemului de pensii necesită o analiză solidă a avantajelor şi dezavantajelor posibile ale acestuia, ţinând cont de un set de particularităţi, în ansamblu, ale Republicii Moldova.CZU: 369.5(478). This process urgently raises the question of the forms of social support for the elderly population, thereby making new requirements on pension systems. The study of the international experience and practice of the Republic of Moldova, carried out in this article, has revealed that countries with pension systems that combine voluntary and mandatory, public and private schemes are most effective in solving this problem. At the same time, investigation demonstrates that pension system modernization requires strong analysis of its possible advantages and disadvantages, taking into consideration the whole set of peculiarities of the Republic of Moldova. 369.5(478).
