To answer this question the author analyzes the existing activities and initiatives in this field, and the initiatives of Moldovan authorities to regulate and monitor this type of migration. Also the research looks to identify good practices and effective measures to legally regulate high skilled migration. For this purpose are examined the conclusions and data from different economic, sociological and legal sources.
