Abstract

The entrepreneurship patent system in the Republic of Moldova was initially designed to support small businesses by providing a simplified framework. However, over time, it has led to significant drawbacks, such as tax evasion and the growth of the underground economy. The system's minimal administrative requirements allow for quick issuance, which some exploit for illegal activities. Moreover, patent holders face fewer regulatory obligations than other businesses, creating unfair competition and potentially lowering the quality of goods and services. To address these issues, reform is needed—either by eliminating the system or regulating patent holders under professional organizations to ensure compliance. Encouraging entrepreneurs to establish independent businesses could foster a more competitive, sustainable private sector, ultimately contributing to economic growth and greater integration into the regulated labor market.
