dc.description.abstractThe subject of the institution's development for participation in the international missions and operations is a conditionality of the implementation of the National Action Plan for the implementation of the Association Agreement between the Republic of Moldova and the European Union during 2017-2019 and the Agreement between the Republic of Moldova and the European Union establishing a framework for the participation of the Republic of Moldova in European Union crisis management operations. The changes in the architecture of the international security, hybrid threats, and solidarity towards common values, conflict prevention and crisis management have conditioned the increase in international missions and operations. The state authorities were invited to nominate experts for EUCAP Sahel Mali, EUCAP Nestor, EUAM Ukraine, EUAM Somalia, EUMAM RCA (Africa) and UN RCA (Africa) and UNAMA (Afghanistan), etc., but due to the various reasons the external representation in the international civilian missions is unessential. The research of this theme from the perspective of the Republic of Moldova implies the need to adopt a set of additional measures that would stimulate and motivate the participation of Moldovan experts through international affirmation, transfer of expertise and knowledge, international image enhancement, personal motivation for career growth, and taking over the experiences and good practices. There are some deficiencies to be submitted to an additional research mechanism in order to identify some optimal solutions. Thus, the need for drafting of a government decision which would ensure the implementation of the specialized law, the establishment of an annual national budget for these purposes, the creation of a network of experts, the development of a training curriculum dedicated to the selected participants, the development of the external assistance projects solutions are just some solutions and recommendations.
