Abstract:
In recent years, the Republic of Moldova has seen a significant increase in excise tax revenues, on the back of tariff increases and legislative adjustments aimed at strengthening fiscal sustainability. The paper analyzes the evolution of excise tax revenues over the period 2017-2024, highlighting the main factors that have influenced this dynamic and the impact of fiscal policies on budget revenues. The research methodology includes analysis of official documents, statistical data and literature in the financial-economic field. The data show an increase in excise tax revenues from RON 5,950 million in 2017 to RON 11,447.6 million in 2024, while their share in tax revenues fluctuated between 13.9% and 17.3%. While these measures helped to balance the public budget, the reduction of the population by about 13% over the same period intensified the tax burden on consumers, creating risks for domestic consumption. The study emphasizes the need to maintain a balanced tax policy, collecting excise duties in such a way as not to discourage essential consumption. In this context, alignment with European regulations is essential to ensure economic stability in the Republic of Moldova. CZU: 336.226.33:336.14(478); JEL: E62, H25
