Articolul analizează gestionarea riscurilor bugetar-fiscale din perspectiva cadrului instituțional al finanțelor publice din Republica Moldova. Cercetarea pornește de la problema fragmentării responsabilităților între instituțiile implicate în administrarea veniturilor, planificarea cheltuielilor, gestionarea datoriei de stat, auditul public extern și supravegherea procesului bugetar. Metodologia cercetării are un caracter conceptual-analitic și funcțional- instituțional și se bazează pe corelarea etapelor ciclului de management al riscului – identificare, evaluare, raportare, decizie, monitorizare și control – cu atribuțiile instituționale aferente. Analiza evidențiază discontinuități între identificarea riscurilor, raportarea acestora și integrarea informațiilor privind expunerile bugetar-fiscale în planificarea bugetară. Contribuția articolului constă în propunerea unei grile analitice pentru evaluarea guvernanței riscurilor bugetar-fiscale, orientată spre clarificarea responsabilităților instituționale, consolidarea coordonării în procesul bugetar și creșterea coerenței decizionale în gestionarea finanțelor publice. ************************************************************************************************************************************* The article analyses the management of budgetary and fiscal risks from the perspective of the institutional framework of public finances in the Republic of Moldova. The research starts from the problem of fragmentation of responsibilities between institutions involved in revenue management, expenditure planning, public debt management, external public audit and oversight of the budgetary process. The methodology is conceptual-analytical and functional- institutional in nature and is based on the correlation of the stages of the risk management cycle, identification, assessment, reporting, decision, monitoring and control, with the corresponding institutional attributions. The analysis highlights discontinuities between the identification of risks, their reporting and the integration of information on budgetary and fiscal exposures in budgetary planning. The main contribution of the article consists in the proposal of an analytical framework for assessing the governance of budgetary and fiscal risks, oriented towards clarifying institutional responsibilities, strengthening coordination within the budgetary process, and increasing decision-making coherence in public finance management. Studiul de caz propus spre cercetare evidențiază integrarea intensivă a Tehnologiilor Informaționale în analiza sistemică a datelor, calibrarea valorică și formularea unei eventuale evoluții sau continuități a acestora. Drept exemplu, este analizat portofoliul istoric al evoluției în timp a creditelor, iar prin intermediul conceptelor de Inteligență Artificială se realizează o prognoză, care generează o valoare numerică la o dată prestabilită. Pe baza acestui rezultat, instituția bancară, structurile competente de guvernanță și analiză a datelor, precum și direcțiile de creditare pot lua decizii privind acordarea în continuare a produselor bancare. Strategia poate fi implementată sub mai multe forme, însă, în cadrul cercetării, este descris procesul de dezvoltare a unei aplicații realizate în limbajul C++, care utilizează modele de învățare automată și o rețea neuronală simplă de tip Perceptron, cu scopul obitnerii unei precizii sporite. ************************************************************************************************************************************* The proposed case study highlights the intensive integration of Information Technologies in the systemic analysis of data, value calibration, and the formulation of potential trends regarding their evolution or continuity. As an illustrative example, the historical evolution of a loan portfolio over time is analysed, and, through the application of Artificial Intelligence techniques, a forecast is made that generates a numerical estimate for a predetermined future date. Based on this result, the banking institution, relevant competent governance and data analysis structures, as well as the lending departments, can make decisions regarding the further provision of banking products. The proposed strategy can be implemented in various forms, however, this research describes the development of a C++ application which uses machine learning models and a simple Perceptron neural network to achieve a higher level of forecasting accuracy. The paper develops an integrated macroeconomic modelling framework designed to strengthen the analytical and forecasting capacity of economic governance in the Republic of Moldova. Based on the reconstruction and extension of Supply-Use and Input-Output Tables (SUT/IOT), the study establishes a structural and methodological foundation for aligning Moldova’s national accounts with the standards of the European System of Accounts (ESA 2010) and the System of National Accounts (SNA 2008). By combining SUT/IOT reconstruction with econometric modelling, the research demonstrates how structural consistency enhances both macroeconomic forecasting and policy evaluation. The model incorporates data for 2005-2023 and captures the dynamic interactions between output, investment, trade, and fiscal aggregates. Through scenario analysis, it assesses how policy shocks and investment programs, particularly those financed through European funds, affect growth, employment, and intersectoral linkages. The results show that the restoration of Moldova’s input–output framework can significantly improve the evidence base for national and European policy coordination, while offering a practical instrument for monitoring convergence and investment efficiency. The study concludes that institutional modernization and digital integration of such models are key prerequisites for sustainable development and effective absorption of European resources. The renewable energy sector in the Republic of Moldova has experienced significant growth in recent years, driven by geopolitical challenges and the country’s commitment to European integration. This paper aims to analyze the role of European funds and international support in accelerating the transition toward sustainable energy, while also emphasizing the importance of responsible decommissioning practices. The research is based on the analysis of official reports, legislative frameworks, and international best practices. The findings highlight that while Moldova has made substantial progress in increasing renewable energy capacity, there is a growing need to integrate environmental impact assessments and financial provisions for dismantling infrastructure. The study concludes that aligning national policies with European Union standards will ensure both sustainable growth and long-term environmental protection.
