The energy vulnerability of Moldova’s population has been increasing year by year since November 2021, when energy prices began to rise periodically. The increase in the price of gas led to a rise in the cost of electricity and heat. As a result, the energy poverty of the population increased, and the standard of living decreased. This study examines the conceptual distinction between energy poverty and vulnerability, investigates the structural causes of Moldova’s energy vulnerability, and analyzes the mechanisms established by the government to mitigate the consequences of the energy crisis. The study uses two methodologies: statistical analysis and critical policy assessment. The goals of this study are to analyze the socioeconomic impacts of household energy vulnerability and to develop recommendations for transitioning from passive financial support to proactive measures that aim to reduce energy vulnerability. According to the study’s findings, the compensatory measures implemented by the Moldovan government partially mitigated the burden of high tariffs on households; however, energy poverty ultimately increased. Energy poverty, defined as households' inability to secure essential energy services, remains a major social challenge in Europe, particularly in Eastern countries. In 2022, 9.3% of the EU population could not maintain adequate home temperatures, with significantly higher rates in states like Bulgaria (22.5%) and Romania (15,2%). The Republic of Moldova faces extreme vulnerability due to high energy import dependency (83% of consumption) and low purchasing power; prior to government interventions from 2021–2024, approximately 89% of households were in energy poverty. This article comparatively analyzes policies in the Republic of Moldova and Central and Eastern European countries, evaluating the effectiveness of short-term measures (compensations, subsidies) and structural reforms (energy efficiency, housing renovation, diversification). Based on statistical data and public policy reports, recommendations for public policies are formulated. JEL: Q48, I32, I38

Moldova, in its development, faces an insufficient volume of domestic capital and foreign investment, a shortage of skilled labor due to the emigration of its workforce, and a lack of stable economic growth. To address these problems and promote sustainable economic growth, Government support is needed, which should be designed not only to attract national and foreign investment and create jobs, but also to strengthen the business sector. Considering that the majority of enterprises in Moldova are Small and Medium Enterprises (SMEs), the importance of increasing their competitiveness is undeniable. This study investigates the role of the state in supporting SMEs in Moldova. The study’s results showed that the contribution of SMEs to GDP is low, compared to the level that could be achieved given the level of employment. The reason for this disproportion is related to low productivity. The analysis of some programs (such as PARE 1+2, EU4Moldova) revealed both significant successes and significant shortcomings. In conclusion, strategic recommendations are offered to improve the effectiveness of SME support. JEL: L26, L53, L25.

This paper explores the strategic role of youth centers in the Republic of Moldova in fostering social inclusion, civic engagement, and sustainable local development. Based on a comprehensive institutional and territorial analysis of the national youth center network, the study draws on data from the Government of the Republic of Moldova, UNFPA. The paper identifies key policy documents such as the “Youth 2030” Strategy and the “Centru Plus” Program, highlighting best practices and systemic gaps. Research findings reveal that youth centers serve as vital safe spaces for non-formal education, community activism, and psychosocial support, yet face challenges related to funding, human resources, and rural outreach. The paper recommends a multi-level policy approach focused on professionalization, digital expansion, and intersectoral partnerships to enhance the sustainability and impact of youth centers across Moldova.
