Abstract: The right to a decent standard of living is a fundamental which includes in particular: the right to reasonable conditions of existence, a civilized standard of living, to ensure it to him this kind living, but also the right to continuous improvement. Decent living is achieved primarily through the work of the citizen, but it also involves an effort by the state. The state must make a decisive contribution to the improvement of living conditions in order to achieve the standards of civilization, in particular in order to guarantee to the human being the right to income and access to the goods and services of civilization. The degree of civilization and well-being of a community depends on the diversity and quality of public services. A minimum amount of elementary goods and services for modern civilization, which must be accessible to the entire population, is specific to modern society.
