Abstract: At the beginning of the third millennium, the social, economic and political realities of the 21st century highlighted the need to re-evaluate the knowledge gained about the essence and role of human and social development policy. In this historical period of globalization, characterized by complex and dynamic social transformations, political entities are forced to review their national interests and political behavior in terms of using available resources (human, natural, financial, informational, intellectual, etc.).Under the pressure of global problems, the individual and the entire population of the globe are forced to outline more precisely the values, rules, attitudes and interests of peaceful coexistence in the context of globalization. Today, the benefits and threats of globalization have divided the aspirations of politicians and ordinary citizens. The phenomenon of globalization, manifesting features of responsible and irresponsible governance towards the human being, has spread on the entire planet a dichotomous challenge of degradation or development of human potential. On the rise are the discontents and revolts related to the way of national and international governance in the process of globalization. JEL: A11, E10, J10.
