Abstract: Technological variations, automation and computerization of processes reveal that state institutions operate in a fairly dynamic external environment, which in turn imposes requirements to adapt and transform the organizational management of these institutions to developments in society. Managing the process of change within state institutions, in order to modernize them, is a fairly current and important issue in the governing act, because it is necessary to ensure a successful institutional management, which is able to attribute competitiveness and performance to these public institutions. In this context, conducting research on how to manage the process of change in public institutions is a topic of major interest to society, because the complexity of the problems faced by these institutions must be elucidated, analyzed and consequently resolved. In this article, the authors set out to investigate these issues and, as a result of research, to propose certain recommendations for improving the management of state public institutions.
