Abstract: The article substantiates that the set of circumstances created by the COVID-19 pandemic determined the emergence of new threats and dangers to the effective operation of the tourism industry. The current state of the industry in Ukraine is analyzed and factors that affect the development of tourism during periods of quarantine or restrictive measures related to the spread of coronavirus disease are identified. The directions that allow to stimulate the growth of the level of security of tourism development are identified. It is proved that the need to provide preventive measures to prevent risks in the field of tourism is an important task of each individual country and international organizations. Research determines that in resolving a wide range of issues related to tourism development and ensuring its safety, an important role is given to the consolidated work of government agencies, the public, and businesses.
