dc.description.abstract	The balanced transportation problem consists in the establishment of the optimal distribution plan of goods to the markets where they are demanded. The purpose of this article is to present a new model of decision-making, the "minimal regret", which brings a new approach to solving this class of problems, based on the principles described by Savage, when the manifestation of uncontrollable factors cannot be expected.
