Reformarea politicilor bugetar-fiscale în vederea modernizării managementului finanţelor publice din Republica Moldova

Abstract

The Republic of Moldova carries out public finance management (PFM) reforms in line with the PFM Development Strategy 2013-2020 and other sector strategies. In recent years, as a result of the situation in the financial sector, the Government has taken abhors towards donors by signing the Association Agreement with the European Union, the Memorandum of Economic and Financial Policies with the IMF. In this context, the purpose of this article is to analyse the current situation in implementing the mentioned Strategy and to update the MFP reform measures. In order to achieve the purpose of the research, the progress was analysed regarding the implementation of the objectives, reform measures and the expected results of the Strategy during the period 2013-2017. Based on the findings of the research and the Government's commitments, the updated PFM reform measures were proposed for the subsequent period. The research results include proposals on medium-term reform targets and long-term objectives to be approved for the modernization of the PFM of the Republic of Moldova in line with the European principles in the field.
