Abstract:
The actuality of the communication consists in motivating and appreciating the human capital within the higher education institutions of the Republic of Moldova in the process of promoting and implementing the Agenda of the European Higher Education Area. The purpose of the communication is to identify the causes of migration of human capital, intellectual capital (of high school / faculty graduates, teachers, academic staff). Or, among the main reasons of migration are: the precarious level of education, the educational offers without perspective, the lack of security (lack of „freedom of movement within the labor market” in the Republic of Moldova, unfair, unsustainable, unjust wage system), and motivational stagnation and so on. From the perspective of the Pyramid of Emotional Fundamental Needs (after Anthony ROBBINS) and the Pyramid of Neurological Levels (after Robert DILTS), the essential message resulting from the pyramids mentioned above is that the mission of the state and higher education in the Republic of Moldova consists in the „reconceptualization”, „hierarchy” needs according to geographic environment, physical environment, behavioral motivation, specific skills, metaprograms that guide a teacher or a high school / faculty graduate, their personality related to the contexts or the group / team / community / society in which they intend to manifest their professional and personal identity. And social values must be the ones to help establish the ways of creating an economic well-being, where all dimensions and sectors of social, political, cultural and economic life find a point and a balance. The economic welfare originates in the journey of mind and soul through respect, common sense, culture, mutual understanding, aptitude, knowledge, wisdom, learning, calm, balance. JEL: M12
