Abstract:
The problem of current vocational education system is related to the non compliance of work force formed in secondary professional and post-secondary professional system to the labour market demand, both from quantity and quality view point. The deficient state policy within vocational education system is about the lack of quality
assurance, non-stimulation of quality performances, non-punishment of lack of quality; poor interaction with economic agents; way of financing the institutions where the institution is finance and not the student. Almost 25 % of young people abandon the job because of low salaries, 30% of graduates do not work according to the qualification obtained. On the other hand, the companies confront the problem of young employees that do not master the skills and knowledge needed on the labour market. What do we do with this situation in Republic of Moldova? The Government, based on the Strategy “Moldova 2020”, proposes the education quality enhancement, creation of attractive investment climate and positive impact on the economy. The draft Strategy “Education 2020” comes with a set of proposals for improvement of situation. In our view, an efficient vocation education system should follow the basic principle: assurance of synergy between the vocation education system and business world, in such a way that educational offer could respond qualitatively, quantitatively and structurally to the labour force need. A very efficient model exists in European countries, that solve the problem of professional education, but also the problem of competitive economy, the model consist in creation of partnership amongst three components or so called knowledge triangle: education – research – business. This could be a good solution for Republic of Moldova too.
