Gradul de transparență al gestiunii financiare în spitalele publice din Republica Moldova = On the Degree of Financial Management Transparency in the Public Hospitals in the Republic of Moldova

Abstract

În ultimul deceniu, spitalele din Republica Moldova au beneficiat de cel puțin 20 de miliarde de lei, din banii AOAM. Chiar dacă volumul de bani alocat spitalelor este în creștere, nivelul de transparență al utilizării banilor publici rămâne scăzut. Spitalele din Republica Moldova, fie republicane, fie raionale, s-au obișnuit să gestioneze banii în interior, fără ca să raporteze ce fac cu ei, chiar dacă e vorba de bani publici. O analiză a organizaţiei Sănătate INFO arată că niciun spital republican nu a publicat până acum informații financiare complexe, din care să rezulte clar cum au fost gestionați banii și în ce scopuri. Dacă spitalele private trebuie să raporteze despre resursele de care beneficiază prin contract de la CNAM, atunci instituțiile publice trebuie să prezinte date detaliate raportate la toate sursele de venituri pe care le gestionează. Even if the amount of money allocated to hospitals is increasing the level of transparency of public money usage will decrease. Moldovan hospitals, either republican or district, have got used to managing money without reporting what they are doing, even if they are speaking about public money. According to the analysis of Sănătate INFO, no republican hospital did publish full financial reports, by which we can observe how public money managed and its aim. If private hospitals should report on the resources, they receive through the contact with NHIC, then all public institutions should present detailed information about the sources of revenues, which they manage.
