The purpose of this paper is to highlight the state’s obligation to ensure the right to a decent living for every person. In this regard, the state will take all necessary measures to prevent, reduce or eliminate events considered as social risks, which may adversely affect the standard of living, including: job creation, subsidizing products and services for the population, compensations granted to people with fixed incomes in case of increase in prices for vital goods, unemployment benefits, social assistance, etc. for whose implementation significant financial resources are needed, allocated mainly from the public budget. Optimizing public expenditure management in order to ensure effective social protection and a decent standard of living is thus an extremely important task, but also difficult to accomplish. |
