The development of renewable energy sources has become a strategic priority for strengthening energy security and supporting economic sustainability in the Republic of Moldova. Given the country’s high dependence on imported energy resources, the expansion of domestic renewable energy production is essential for reducing external vulnerabilities and improving economic resilience. This study aims to analyze the prospects for renewable energy development in the Republic of Moldova and to assess its impact on energy security and economic sustainability, with particular attention to the role of energy storage systems and regional energy hubs. The research is based on a mixed methodological approach that combines descriptive statistical analysis, energy scenario modeling for the period up to 2035, and an indicative economic evaluation of investments in renewable energy infrastructure. The results show that installed renewable electricity capacity increased rapidly, reaching approximately 950–980 MW by the end of 2025, while the share of renewable electricity in national consumption also grew significantly. At the same time, the effective use of this potential remains limited by the variability of solar and wind generation, grid constraints, and the lack of storage capacity. In response, the paper proposes a conceptual model based on three regional energy hubs integrating renewable generation, battery storage, and digital energy management systems. The findings suggest that such infrastructure could improve system flexibility, reduce energy imports, and support Moldova’s long-term energy transition. Corruption is one of the main vulnerabilities faced by public administration, which has the effect of diminishing citizens' trust in public institutions and the efficiency with which the decision-making process is carried out. The digitalization of services offered by state institutions has become in recent years, one of the most important tools for preventing corruption risks by increasing transparency and reducing direct contact between public official and citizens. In the context of the rapid development of digital tools, public institutions in Romania have the opportunity to become much more transparent and to offer much better quality services to citizens through the use of technology. Digitalization promises greater transparency but also, higher efficiency of public acts. Although the phenomenon of corruption cannot be completely eliminated, a number of measures can be taken to keep it under control. This article analyzes the role that digitalization has in terms of corruption risk management, also highlighting good practices from certain European Union member states. E-government models are implemented in Denmark, Finland and Estonia, these states being recognized for their high level of administrative digitalization and for their performance in the field of public integrity. This paper also examines the role of e-Government solutions in reducing corruption risks by minimizing direct interactions between public officials and citizens and increasing traceability of decision-making processes. Digitalization can significantly contribute to reducing the risks of corrupt behaviors and to strengthening decision-making transparency. UDC: 004:351; JEL: M10, M15

The increasing generation of textile waste has become a significant environmental and economic challenge worldwide, driven by rapid consumption patterns and the expansion of the fashion industry. In the context of the transition toward a circular economy, textile waste valorization is gaining increasing attention as a strategic approach to reducing environmental impacts while creating new economic opportunities. This study explores the potential of textile waste valorization as a pathway for supporting sustainable business development, with a particular focus on emerging circular economy systems such as the Republic of Moldova. The research is based on a qualitative analytical approach, including the review and synthesis of scientific literature, policy documents, and existing industry practices. The paper identifies and systematizes the main sources of textile waste, distinguishing between pre-consumer and post-consumer streams, and analyzes key valorization pathways, including direct reuse, upcycling, material recycling, industrial applications, and energy recovery. The findings highlight the importance of adopting a hierarchical and integrated approach to textile waste management in order to maximize resource efficiency and value retention. Furthermore, the study proposes a conceptual framework for the integration of textile waste valorization into circular value chains and outlines key opportunities for sustainable business development in Moldova. The results emphasize the need for stronger collaboration between academia, industry, and policymakers, as well as the development of supportive infrastructure and regulatory mechanisms to facilitate the transition toward a circular and resilient economy. In knowledge-based economies, education systems play a fundamental role in human capital formation and in supporting long-term economic development. In this context, the stability and quality of the teaching workforce become strategic factors for the sustainability of educational systems. This paper analyzes the issue of teaching human capital regeneration from the perspective of the economics of education and public sector human resource management. The study highlights the economic and institutional costs generated by the instability of the teaching workforce, as well as their impact on the efficiency of public investment in education. The analysis focuses on the Romanian educational system, identifying several structural challenges, including demographic decline, fragmented teaching workloads, the uneven distribution of teaching positions between urban and rural areas, and recruitment difficulties in specific segments of the system. Based on this analysis, the paper proposes a strategic model for managing teaching human capital, structured around three complementary dimensions: attraction, stabilization, and professional regeneration. The model emphasizes the need for integrated public policies aimed at strengthening the stability of the teaching workforce and enhancing the sustainability of the educational system. The findings suggest that the regeneration of teaching human capital should be understood as a strategic investment with long-term economic, social, and institutional implications.
